I'm looking for a public university (this is to exclude DeVry, Phoenix, etc.) with sports teams (excludes the Big Three) that grants history degrees to distance learning students. A major goal is to get as much initial credit as possible from a comunity college A.A. degree, CLEP, and DSST. As much as possible, self-paced courses with flexible starting times are desirable. The student in question does poorly when taking multiple courses but does great when taking one course at a time, such as in 3 week miniterms. The goal is to take one course at a time and move on to the next course after a few weeks.
Earning upper level credit seems to be a challenge in online learning. I know that the Big 3 offer some upper level credits from credit by exam, but not that much. I anticipate the same problem in any online degree program.
If a history degree meeting my criteria is too difficult, a general studies or other generic B.A. would be a good alternative.

The University of Illinois-Springfield meets your criteria but it would be easier to get a BA in History from TESC or COSC.
EDIT: the U Louisiana-Monroe also has an online BA in History.

Outside of the Big 3, most schools require that you take 30 credits in residence. The courses can range from 8 to 16 weeks. Ten 8-week courses taken one at a time will take the student 80 weeks to complete.
By the way, Central Texas College is a community college and it has a lot of self-paced courses. University of Houston-Victoria offers a BA in Humanities in History online, but it is not self-paced. Fort Hays State University offers a BA in History, but it is also not self-paced. Norwich University offers a BA in Military History; but again, it is probably not self-paced. Then there is Ottawa University and Arizona State University, but I don't think either of those are self-paced.
COSC requires 30 UL credits, but only 15 in the concentration which can be covered by DSSTs. TESC requires 18 UL in the concentration. This is the listing that TESC gives and these are probably UL at COSC too.

Can the 15 UL credits outside the concentration be met by DSST testing?

Looks like only the Civil War and Soviet Union DSSTs are UL at COSC. Since the Capstone is UL, one needs 2 more UL courses. The remaining 21 LL are covered with the other CLEP and DANTES exams. If you want an additional credit-by-exam option, look at Ohio University's Ancient Greece, Ancient Rome and Ancient Egypt exams (unfortunately you'd need all three because they are only 2.67 semester credits each beacuse Ohio U is on the quarter system).

Oops, I guess I was wrong. Three of those tests are only UL for TESC, but here are some UL social science and history options at COSC.

There are a few more DSSTs that COSC considers UL, but most of the tests COSC accepts as UL are ECEs and TECEPs which can get expensive. ECEs are about $250 and TECEPs are $177 per credit if you're not an enrolled, TESC student. I actually think it's much easier to test out of a degree at TESC, but I could be biased. :p All the student would have to do is take those 5 DSSTs and an ECE that TESC will accept as UL and he or she will be done with all of the UL requirements.
