It's almost an easy yes answer. But... there are a few exceptions to note.
In the US, if you are enrolled in a public or private school system (in person or virtual), the school system administrators get to decide on this. They may have to follow state rules about this. For example, in Florida there is a specific list of how dual enrollment classes show up as year or semester credit and in some cases some 3 credit courses are just a semester (aka 0.5) high school credit. In the US, if you are a homeschool student (parent administered, parent makes the rules and picks the curriculum and teaching materials and parent decides on graduation requirements), the general rule of thumb is yes, a 3 or 4 credit college course (that is on college semester system) is 1 high school credit. Please note the use homeschool here does not mean a student who is enrolled in a school that is currently holding online classes due to pandemic.
