They no longer use the US prefix, so I can't say for sure where they came from, but what you are seeing is my best estimate. Everything should be 3 credits each.

Unless he took the courses before a quarter/semester transition. My mom got twenty credits for five classes at a community college when the college used a quarter system. They eventually transferred to a semester system, so that when she received the transcript, they only awarded her 2.67 credits per class...which isn't very useful.
Seventeen years ago would be...1992, which may be recent enough for a semester system.
