What do they mean that you have to be at least 21 to apply to TESC? I know that they say they will look at your case if you are younger, but I find it strange that they have a age constriction. Any thoughts anybody? Am I understanding this correctly?

All of the Big 3 have an age restriction. It varies, COSC is 16 I think. With that said thee are numerous examples of an underage student applying for special permission to attend and the school granting it.
i believe the member "farmer" or "farm Boy" did this a couple years ago at TESC.
There are a lot of reasons they are inclined to do this. And if your underage you will likely also need the approval of a parent (at the least). There are monetary, legal, and ethical considerations among others.
