I would like some help with this subject. I have all of my required credits but I am lacking 9 more credits to fulfill my residency requirement. can i just pay TESC to get my degree now?

Are you active-duty military? If not, I don't see why you would have any residency requirement.

You can't "just pay" any real college to get a degree. If you are military AND you are taking advantage of the DoD TA program, you are stuck with the 18 credit requirement.
OTOH if you are using the GI Bill, you can just elect to pay out-of-state tuition like anyone else, and then you have no residency requirement. If you ARE using TA, then maybe it's time to enjoy the college experience and take some "fun" classes, or some subjects you never really considered before. You have to take it, may as well enjoy it!
