In addition, it seems they can refuse capstone enrollment if you have 100/120 credits, but most of your remaining credits are in the area of study.

The policy is definitely in place. I had to request to take my capstone.
Georgia Institute of Technology: MS in Analytics (3/32 Credits)
Boston University: MS in Software Development
Thomas Edison State University: BA in Liberal Studies

Yeah, even though I had way more than 100 I had to still call for me to be able to register.

Start trying to write your research questions. That will tell you whether you have a viable topic.
