With Study.com in limbo and TEEX not renewed, what are the options for the upper level courses for BALS? Besides the cornerstone and capstone this is all I have left.

Depends. SDC is still viable and you can probably do at least 3 courses there before July, when things might change.
Olivet Nazarene has 4 UL courses, two of which are on Christian theology and aren't going to be for everyone: https://degreeforum.miraheze.org/wiki/Ol...University
Davar has some UL courses that count for a BALS.
If you don't mind ProctorU, Coopersmith is always an option.
It's POSSIBLE, but I don't know for sure, that the Google certificates on Coursera in Data Analytics or UX Design might count for a BALS degree. https://degreeforum.miraheze.org/wiki/Coursera If you can get one for free through the American Dream Academy, it might be worth giving them a try.

Does ASU's Universal Learner program have ULs that transfer to TESU? The Universal Learner program is the one where courses are $400, right?

Someone reported that Business Process Management (CIS 309) transfers in as CIS 440. Advanced Excel in Business (CIS-308), Business Data Visualization (CIS-310), and Location Analytics for Business (CIS-394) might also transfer in as upper-level (but those three aren't confirmed).

TESU Advisors every couple months have been saying some courses, mainly CompSci so far, will no longer be accepted. So far they have been wrong, but Study.com said there might be changes with their TESU partnership starting July 1st --- IF changes are coming, it wouldn't be until then.
It doesn't appear to be an issue with SDC at large, but TESU seems to be getting pickier about what they will accept from them.

Reminder that not all courses are accepted for a BALS. Most business courses, for instance, are not. Be sure to confirm whether the class(es) you want to take will actually work before starting.

Make sure you take courses that come into TESU as Liberal Arts: Social Sciences like Psych, Anthropology, PoliSci; Humanities like Religion, History, Music; Math & Sciences; and many CompSci courses that have COS and/or CIS prefixes.
The thing to keep in mind here - some AOJ and CIS courses are considered "applications" rather than theory, and may not work. So find ones that will work. You can run them by us here and we'll tell you.
Please, though, don't ask for a list - find the courses you're interested in, and come back and list a dozen or so, and we'll tell you.

You really need to decide for yourself which degree is for you, the UMPI BLS or the TESU BALS
Create a spreadsheet, fill in the cost, courses, time required to complete the degree and finish
For comparison, you need the cornerstone, capstone, and the UL requirements left for your BALS at TESU.

Something doesn't add up correctly, as your AAS should have come into UMPI with at least 60 credits.
What other details are missing from what you have provided us, any further credits/courses taken?
