I came across these pages at the University of South Dakota that seems to offer classes at $40 per graduate credit hour.

The websites are confusing. Some of these courses seem to be genuine cheap credits for teachers, etc. Some seem to be registration pages for outside organizations. In that case, there are likely outside fees for the actual course providers. I am posting the links so I have an easy spot to find them at a later time.
