I have taken a plethora of CLEP and DSST exams at the University of Iowa.

Location - Iowa City, Iowa
Hours - 9am to 9pm Monday through Thursday, 9am to 4pm Fridays
Where - Chemistry Building
Schedule - They prefer you schedule for your exam in advance so that you do not interfere with their scheduled test heavy periods. If they are empty, they may allow you to test without being scheduled.
Parking - There are paid parking garages and metered street parking extremely close. Free street parking will be a few blocks away. 
Fees - None
Review - 48 reduced distraction test stations in an easy to get to location. I have never been denied a requested scheduled time. The 2 proctors will leave you alone to do your thing and monitoring is done VIA overhead security cameras so it is non-intrusive. The proctors have been very pleasant to deal with and are encouraging of those doing alternative testing so no need to worry about being made to feel out of place for taking a CLEP at the state university.
