I'm looking at some of my courses and I am looking at getting into a competitive health program , I got a (85-B) in English and it may seem dumb but I took this online and had a "crappy" professor whom nitpicked everything. Would it make sense to take this again but in a classroom setting and try to see if I got a higher grade? Would this be "unnecessary" or should I just take the B and go about my day?

Find out 2 things:
1) is English one of the things they rank you on?
2) use an online GPA calculator to see the difference in your GPA if you retake and earn an A.
My guess is that it won't matter enough to justify retaking, especially if English isn't part of their acceptance criteria.

Yes
and I'd bump up to like a 3.7 with the A.

You're still pretty early on in your graded courses. I would recommend that you wait until you have more courses completed and then see if it greatly impacts your GPA (I suspect it will not). You've got a solid B (3.0) in in the English course, which is a standard gen ed requirement. Although the program your interested in likely has a minimum overall GPA requirement, it is probable that the prerequisites (such as your science) grades have greater impact; I would suggest you put your focus on those.

Also, many schools will not let you retake courses unless you get a D or F (or W or I) so it wouldn't even matter - they will look at the first grade and go with that. So you may want to see if it's even possible, otherwise it's just a duplicate course.
