TESU quarter credits to semester hours

I know 4 qtr would really count as 2.66 semester hours typically, but does TESU round up for this?

If someone transfers in, say, 4 qtr. cr Oral Communication Skills, will they make them make up the .34 SH in general ed electives?

No rounding. You'll have XX.xx credits. I'm graduating with 120.34. They gave me exceptions. I had a 2 cr pc course that requires 3. They made an exception there, but you have to make up hours elsewhere.
