This may be a stupid question, but if you apply with all your credits for an AA at TESU and have a waiver for the cornerstone, do you have to enroll in a class to be "enrolled" and qualify for graduation? Or can I just submit my credits for graduation?

I think you can just apply for graduation and you're good to go.
Normally you have 6 months to enroll, but you'd be getting done before the deadline ever came up.
BTW - if you want to save $1800, and you have some CC credits, you could apply at one of the BOG schools and get an AAS for free. Just a thought.

Can you please explain the aas bog schools and how to save $1800? I am also helping my homeschooled student obtain a degree while in high school. I was looking at tesu for her aa.

It won't work for her. The BOG AAS is only applicable if you have 12 credits from a regionally accredited college or university. I emailed all 9 WVCC's and there are no exceptions.
Another requirement is that, the individual has to be out of high school for 2 years, all other credits are transferable. Some, not all will waive the 3 credit residency requirement.
What you can do is get an AA/AS or ASBA on route to the Bachelors from TESU. Has she decided on which bachelors degree she wants to get?
She can complete all the courses using CLEP/DSST, Straighterline/Study.com and the TESU Capstone course, that's all she needs actually.
If she takes courses at Study.com, they have an affiliation/partnership with TESU, the pricing drops down to $1800 for waiver, $1098 for capstone and they waive the $300 cornerstone.

Ah, I see. She actually wants to go into art type career, but I am making her get at least a bachelor's degree, in case the art career plan changes. So we've decided on the BALS at TESU. Once she finishes her bachelor's, she's free to choose her own career path. We have high hopes of her graduating high school with close to all requirements for her bachelor's at the same time.

The BOG is designed for "adult learners" returning to school for degree completion. For example, the WVNCC BOG will only accept students 2 or more years past graduation, or in the event of a GED, two years past the graduation year of what would be that student's high school class...so if they GED early, they may still have to wait until 2 yrs past when their would-have-been classmates graduate. Here's the WVNCC program, just FYI.

She might enjoy Sophia's Intro to Art History, which she could use as an elective. Not cheap, but discounted rates show up every once in a while.
