To me it doesn't seem to be a disconnect, you got to read between the lines:
"Not sure where you are getting this information, but as of today this information is incorrect. Penn Foster's Strategic Business Management is applicable toward Thomas Edison State University's Strategic Management core requirement. If you are currently in the course, it will transfer. If it is decided in the future that Capstone courses are not transferrable, students will be notified ahead of time before the course is approved."
Seems like the Dean knows the change is coming. Seems to me that the Dean is allowing students who are currently in the course to transfer it over. He seems to be acting on the behalf of the students so they do not get screwed over. I point to the "as of today" and "if you are currently" remarks to back me up on this.

this is the email I received from the assistant Dean
If I had to guess, I would say the change would take place in July 2016. The policy is under review and will be discussed at an upcoming Academic Council meeting. If the decision to prohibit capstone courses from being transferred in is passed, the change will be instituted as of July 1, 2016, which is when all proposed changes for the year typically take place. Therefore, it would be in your best interest to register for this course before that date.
Regards,
Done!

Agreed- the PF course is so easy. 4 online quizzes, 1 paper (8-15 pages) and 3 online ("classes") webinars. Get it approved and sign up ASAP!

Yes, take it now. I am taking it as one of my 3 PF courses, all at once to speed up my process.

Finally got off my lazy and signed up for the PF course today myself. The price did go up as of yesterday, but if they quoted you the lower price, they will honor it.
