A TESU Master's degree is way too expensive for what it is. There are better schools that are cheaper, check the graduate section of this forum for suggestions.
And, if you want to get into Rutgers, a UMPI degree is probably a better choice. Why? More graded credits, so that part of your application will look better. But the acceptance rate into Rutgers appears to be somewhere between 60-70%, so even a perfect application may not succeed. Best to have a few choices lined up.
