Yep, the correct answer is from the email. The only reason why the Per Credit Tuition Plan only lists residency requirements for the associates and bachelors programs is because it can only be used for associates and bachelors programs. It cannot be used for masters, graduate certificate, or undergraduate certificate programs.

The ticket probably got lost somewhere or closed out accidentally. With all of the Big 3, I think they are sometimes unprepared with some of the complex questions the members of this forum ask. Only we would think of so many ways to try to get around taking courses.

With regards to TESC, I would think it's less about trying to get around a course, and more about trying to get around paying their exuberant tuition (not including the new Per Credit tuition rate, which is quite reasonable).

I agree about the bad phone stuff. I've gotten denied things that later were put into my Academic Evaluation with no problem. Emailing is much better. I've gotten all (except maybe one) of my emails answered in two days. Their better about that.

The tuition is not bad in my opinion. The enrollment fee is high, but that has to be paid regardless if you're going to mostly test out (unless you take a bunch of TECEPs and choose the new Per Credit Tuition Plan which has a very high tuition rate). $229 per credit hour for non-residents is very competitive and much lower than COSC and EC. Very few public schools offer rates that low to out-of-state students. The Comprehensive Tuition Plan is an even better deal if you plan to take a lot of courses with TESC. TESC charges non-residents about as much as University of Texas, San Antonio charges Texas residents, and it's ranked in the bottom 25% among national universities.

So, even if I transferred in all of my courses, I would still have to pay the higher tuition? That sucks. I was eyeballing the Online Learning and Teaching graduate certificate, but had kind of talked myself out of it. There just seems to be something wrong about paying $7300 for a certificate from one of the Big 3. On this board we do all of these gymnastics to try to save time and money and that just seems like it would be wasting all of that effort. I get that it's graduate credit, but still, you know?

TESC doesn't allow unlimited transfer credits for graduate programs.

I don't know about the graduate certificates, but the master's degrees only allow 12 transfer credits.
