Can the courses under the advanced area of specialization be substituted? Here's what they have listed.

I was told that those courses could not be substituted. However I could take them at another school. I'm on a search to see what I can find elsewhere CHEAPER of course..... Note that I plan to call them back in a day or so to see if I get the same response. I've found that the answers can change from person to person.
