I know this isn't what you want, but I did find PSC 210 American Public Policy online course at Great Basin Community College in Nevada. It runs from 1/22 through 3/17. It is 3 credits and by my estimation would cost $450.

Here's an oddball suggestion. There is a micro-credential site for teachers called BloomBoard. The link is below:
https://bloomboard.com/microcredential/p...d29e399737
Basically, these are bite-sized classes meant for teachers. Many of them can be taken for 0.5 or 1.0 graduate credits from about five different colleges/universities. Some of them focus on matters of public policy. Like this one:
https://bloomboard.com/microcredential/v...57d9425c0a
0.5 graduate credit costs as little as $38. So, the idea is to put six of them together for 3 graduate credits in public policy to fill the requirement.
If you do this, I want to get in on it so that I can try to convince TESU to accept these.

I think the agriculture policy course is to far off topic, but thank you for posting it anyway!
The bloomboard courses are interesting... So they work like the FEMA courses, that is, they are not worth anything themselves, but specific colleges will accept them and then say they are worth credit?

It's been over three weeks since I sent in my PLA to LC. I inquired with them about my status because it should take 2-3 weeks to assess. They told me that they took a break between Dec 18th and January 8th. >.>
I now might finish my capstone before knowing my PLA results.

I'm hoping you get the PLA credit and get your capstone done soon. I've been unsure if I can make March too.

Phew! Well, I was recommend credit for my PLA on AOJ-484 Public Policy, Crime and Criminal Justice!
While the capstone is very daunting and the deadlines can be a burden, the waiting in silence for the PLA was the most stressful part of my degree so far.
It may take up to 10 days for NCCRS to post the credit, and 3 days for LC to then send the transcript to TESU. I expect it to transfer in properly, but there is always the possibility there could be some hiccup. I also called advising and the graduation office to let them know that the course would be coming in late, they said it's no problem.
(Lastly, thank you eriehiker for your additional backup-plan suggestions!)

Congrats! It sounds like all you need now is your capstone if I read that correctly? Good job. You are close to the finish line.
