Question re: CapTech's programs in Counterterrorism and Intelligence/Global Security

I've applied to both PhD programs on account of hearing that CapTech (Capitol Technology University) follows a dissertation-only model (but doesn't require a concept paper/proposal as part of the application like UK dissertation-only programs) as well as that it's possible to do a 3-paper/3-article dissertation.

But I have some questions about this: they require 60 credit hours at an expected pace of 6 credits per term, but is it possible to fast-track your degree there if you complete your dissertation or three articles within your first 2-3 semesters? Anyone know how they work this out? 

I also asked their admissions counselor/advisor based on hearing on the other degree forum that they allow 42 transfer credits, but she advised me that this only applies to credits from a (presumably unfinished) doctorate, not from a Master's degree. This part somewhat frustrated me as I am applying with two Master's and a Graduate Certificate in a closely related field (I was told the Graduate Certificate credits wouldn't transfer).

What have experiences here been with Capitol Technology University in this regard?

In my review of doctoral programs very few accept master's credits. It's pretty rare and I've only come across it in a couple of DBA programs. Doctoral programs aren't known for fast tracking. it takes time to conduct research and write the dissertation. There's a reason it takes some people 7 years!

And if they do, it's often grossed up. e.g., PhD from School A notionally accepts no credits from a master's, but is 60 semester hours long, and admission requires a prior master's. PhD from School B notionally accepts transfer credits from a master's, but it's 96 semester hours long, and can be entered straight from a bachelor's.

Most doctoral programs won't take too many masters credits, some will take a few, such as 6 credits towards their doctoral programs. As the majority of them will take doctoral credits instead... Email them and see if they would take any UK Level 8 Diploma in a similar subject (or for their more business related subjects). Essentially, you're trying to mix/match that cost, ease, speed to finish by trying other possible credit options for transfer, while getting some credits, knowledge to fill the learning gaps, etc...

Neither Cap Tech or Liberty would accept any Masters level courses for transfer when I looked into them. I was hoping for entry to the doctorate programs.
