Most likely you paid a Testing Fee (a fee the testing location charge to proctor the exam). You will pay the $80 DSST fee when you take the exam.

$28?? Ouch. Both University of Phoenix campuses I went to only charged me $10. Where are you testing?

It all depends on where you're located and who is willing to give tests to the general public! I'll be spending my testing $$$ at a nearby community college which charges a $30 proctoring fee for CLEP, DSST, and ECE (as well as any exams required by another university for a distance learning class). Every nearby test center I've contacted (Maryland suburbs of DC) charges $25 to $35 per test. The lone exception is a Strayer campus, which charges $20 but only administers tests once a week.
"My" test center offers a bright and cheerful building, a suite of rooms dedicated for testing (both paper and computer), handy lockers, helpful staff, convenient hours, tons of close-by free parking, and a Starbucks kiosk downstairs. I'd love to spend less, but c'est la vie.

Perhaps someone can set up a chart on this question, for curiosity. It would at least show highs and lows.
My community college charges $25 but only offers CLEPS. I had to look for a site for the DSSTS the very private and expensive Nova Southeastern University only charges $15, regardless of whether CLEP or DSST. The community college has a huge testing center with many people testing on many different subjects simultaneously (perhaps 75 or 100 people in a large room), NSU has only 4 computer stations, offers 3 times most days, Monday through Friday, but can only accommodate DSSTs on one computer, so can only schedule up to maximum of 3 DSST tests a day -- 9 a.m., 11 a.m., and 1 p.m. Still, location, cost, and small quiet atmosphere has won me over.
