Pres. Obama's new college ranking system

It looks like the President will be announcing a plan to overhaul how college tuition is subsidized. The details are a little vague, as they are being leaked to the press before the actual announcement, but it appears the centerpiece is a new college ranking system where colleges that keep down costs are given a higher ranking than expensive colleges. The higher a college is ranked (in terms of cost containment) the more money it would receive from the government and visa-versa.

I haven't given it that much thought, but it sounds like a reasonable idea to me.
