I did. But, I believe I am protected by PayPal's refund policy. My total tuition was $6600. The payment plan is:

Stuff happen, I would just continue onwards with the PhD in International Public Health | EUCLID University. It's an option to get Paypal to refund you, I would go that route first and continue with the PhD IPH at EUCLID. Hope the journey becomes much better and smoother than it is currently... EUCLID University has questionable accreditation issues. We will have to wait and see if it is evaluated as US equivalent to an RA PhD degree on paper and not just assumed to be accepted by word of mouth. I couldn't find anyone who had gotten an accredited degree evaluation. It smells fishy to me this university I, for one, wouldn't trust this university when there are so many United States, Canadian, and United Kingdom degrees that are widely accepted and accredited.

+1, I agree, it's best to take a look at programs from Canada, UK/US, etc... And, having said that, if OP has done enough due diligence and still find EUCLID acceptable for their use case scenario, it's up to them to decide to continue or with the program or not. I looked up EUCLID's info on the board and sister board, that's a bit of info to go through, decisions, decisions...

Don't feel bad for yourself; even a tough guy, like President Trump, cannot understand their questions. They called me once on WhatsApp and I was killed in a machine-gun-like speech. That is also why I never call my laptop's helpdesk.
