If you are not in the military or a family member of the military is there still a way to register for Peterson's practice exams?

Absolutely everyone can access Peterson's exams. Just go to CLEP Practice Tests - for $19.95 you will have access to the practice exams of your choice for 90 days. Peterson's is a great resource and well worth the money.

Also, check to see if your local library and any large affiliated libraries in nearby big cities offer it online through the "Testing and Education Resource Center".

Make sure to google "Testing & Education Reference Center" (through Gale Center). This will direct you to many "tools" to use in preparation for various testing programs. Very few DSST, but almost all of the CLEP exams (with the exception of French, German and English Lit), along with GMAT, GRE, LSAT, MCAT and MAT under the Grad School Tools.
