Only if the course at Penn Foster (PF) can be found here as being currently approved: ACE CREDIT | The National Guide to College Credit for Workforce Training
Since PF has DETC accreditation and not regional, TESC will accept only those courses approved by ACE.
For College Algebra I'd recommend going through ALEKS.com which is only $20/month.
For the English, social sciences and humanities credits I'd recommend taking CLEP or DSST exams.
I don't believe that PF has a physics course that is currently approved by ACE so I would go with Straighterline for that one.
