I've called TESU a few times now, as well as Excelsior to move towards getting a degree with one of them. Excelsior > TESU in friendliness and responding to calls/e-mails.
An AA at TESU is still cheaper than EC, because at EC, you have to pay $1065 for enrollment plus $1530 for a capstone. The ASBA and AALS at TESU are both cheaper, and neither requires a capstone - $2000 for the residency waiver is your only fee (I didn't count application fees or graduations fees - both of which are cheaper at TESU). Not counting testing/courses brought into both schools (which is going to be the same price), the fees at each school are $3190 at EC and $2398 at TESU.
I suppose if you get a different degree, that might make a difference, but for those 2 at least, TESU is better.

I don't think the acceptance date is a factor in this, more so on the enrolled date.
You are not enrolled until 10 days after April for the per credit option I think.
I am on the 2015/2016 catalogue year, just going to focus on enrolling before May 25 to skip cornerstone.
I am guessing for myself anyway, it's going to be 2 grand residency waiver for anyone who enrolled in April.
I myself have a few TECEPS to take, such as their Strategic Management and some for Marketing/CIS.
Sad thing is, TECEPS needed for me are cheapest option for AOS.
It just sucks if it won't meet residency requirements.
Any tips or suggestions in going forward? Thanks,

Does anyone know if the American Opportunity Tax Credit can be used for the residency waiver fee?
I finally applied to TESU after a year and a half of sitting on the fence only to realize things we in the process of changing.

For some added insight, I applied in February, was accepted and enrolled in March so I was definitely worried about this policy change. What I did was write a nice, yet detailed letter to registrar@tesu.edu explaining my situation. To summarize: I basically chose TESU due to the cost and ability to use TECEPS towards my residency given my busy career. Acting in good faith to be a good college citizen and adhere to the residency policy in the catalog year that was enrolled in, I registered for all of the needed TECEPS and even completed some of those already. Had I known that the policy would change a few weeks later, I probably would have made other decisions in my choice of exams or college.
Well, it took a while...maybe over a week but I received the following response:
"Thank you for your patience as the university looked at the individual requests regarding applying TECEP examinations to the residency requirement. The university has determined that with the TECEP exams you have completed and the ones you are currently registered for, you have met the residency requirement that was in affect at the time of your enrollment under the Per Credit Tuition Plan. Please note that this decision will be in effect as long as you remain enrolled. Should your enrollment lapse and you later return, you will be subject to the residency requirement in effect at that time."
I strongly urge everyone concerned to contact TESU directly to get a clear answer about your situation rather than depending on the forum for answers. Everyone has a unique situation based on if they are enrolled, when they enrolled, their TECEP situation etc. I wouldn't bother with emailing or calling advising as they are all over the place. Email the registrar's office and be patient. There is definitely hope especially if you might be in a similar situation to mine.

jblackhawk, you enrolled February 2016 and were able to register/complete 24 credits worth of TECEPs?
Does your course of study require a Capstone? If so does the Capstone count as 3 credits towards residency?

I registered for 7 TECEPs and completed 3 of those already. Will probably complete another two this week have just been lazy/still have time. The capstone in BSBA is able to be tested out of.
edit - I do plan to take a couple more TECEPs but have not yet registered for those. The ones registered were just to secure residency right away. Had a feeling that for some reason I should secure that.

Quick question, when did you register and complete your first few TECEPS?
I believe for those who have completed a few before April have a better chance at using that for residency.
Any exams, as per previous posts, registered after April will not count towards residency.

I did submit a ticket but no response. I sent an e-mail today as a follow up. I'd like to know before I register for any TECEPs. If they say no, I'll just register for 1 TECEP to avoid the cornerstone requirement.
