In reference to your inquiry regarding the new Per Credit Tuition Plan (PCTP), the following information addresses your question.
You are listed as an applicant, meaning you are not an enrolled student. Students who did not enroll before April 1, 2016 must follow the new PCTP course of study that includes the residency requirement of earning TESU 16 credits of Online, Guided Study, e-Pack courses. TECEP credits are not accepted under the new PCTP. You do have the option of paying a residency waiver fee to graduate, if you don't meet the new residency requirement.
Your TECEP credits for the May 2016 term will not meet the new PCTP residency requirement because you were not an enrolled student before April 1, 2016.
Please contact an academic advisor who can assist you with developing a new academic plan. You can set up an advising appointment by using the Make an Appointment shortcut on our University's website homepage (College Degrees for Adults at Thomas Edison State University).

This came as a surprise? This is what everyone has been saying for a month now... do you have a bunch of TECEPs done already that you were taking to fulfill residency, but not enough to make it?

Thanks for the updates. That's exactly what I was looking into and was expecting this outcome.
For us who are on the 2015/2016 catalogue but not enrolled, we need to do so before May 25.
I'm just reworking my degree plan to remove TECEPS that I was going to take if I find options.
Just sad for some of us, the TECEPS are the cheapest AOS credits that counted for residency.

Can't say I'm surprised but I had to try. This was dropped on us on on 3/21 and I immediately applied but of course it was too late to enroll by 4/1. The residency waiver adds significant costs to my plan. Some posts referenced TECEPs through the May term would count towards residency so I was hopeful. Like many, my plan was to wait until I had most everything done before applying and was hoping to do so before the usually catalog change date. This caught me by surprise. If I truly had a months notice I would have taken a TECEP to enroll and be grandfathered in but alas there was no warning this was coming.

I mentioned a second ago in another thread, I'm operating under this assumption as well, but it may not prove correct. I waited until the 2nd or 3rd to enroll in a May course (PLA-100, just for a GPA) so that I would be "sure" to be able to put the residency waiver to use but dodge the cornerstone, not because I think it would be difficult, but a cornerstone in this AOS just seems boring as hell -- just doing it would be cheaper.
Right now, it's still showing me as 'accepted' and still on the 15/16 catalog. The course is showing up on my evaluation as 'planned'. If the catalog changes out from under me now, and the cornerstone is required, I'll be seeking a refund for the PLA course as the cornerstone will satisfy the GPA requirement. The catalog can still change before my enrollment kicks in on May 10th, but going by what everyone has said, it won't be changing until May 24th.
I wouldn't say that having that cornerstone dodged is at all a guarantee right now though. They may be aware of this "loophole" and move to plug it before the start of the May term.

I'm not sure how the more expensive, 1 credit PLA-100 would be any less boring than a generic, 1-credit (but cheaper) cornerstone on how to learn online. Seems like a waste of money with no time savings or clear benefit.

I believe simply registering for a TECEP in the May term will result in an enrollment The 10th day of the May term. I'm hoping that avoids the cornerstone.

I know exactly what's going to be involved in the PLA, and have even already done the Kaplan one. On the other hand, nobody has a clue what the cornerstone is going to involve, and if it's a sort of mini-version of the BSBA capstone, I have no interest at all and $200 to avoid it is money well spent.

Cornerstones are not the same as a capstone, and I would be shocked if this is made AOS-specific.
The website describes the course as:
Quote: a one-credit online course designed to assess their readiness in areas relevant to student success.
This is going to be a rudimentary "how to learn online" course, and it will be an easy way to boost your GPA (although not significantly, as it's only 1 cr).

You are probably right, but it's still a gamble I prefer to let someone else take. I'm not doing it to "boost" my GPA, just to have one at TESU period in order to graduate.

either way, it accomplishes the same thing.
but i can understand the caution in regards to uncharted waters.
