I'm not sure that OP is in the US. If not in the US, WGU is out of the question.

In some cases, I tell people to stop for a moment and take their time to decide on their degree and school.  Such as these two recent posts: 1) https://www.degreeforum.net/mybb/Thread-...#pid340343 and 2) https://www.degreeforum.net/mybb/Thread-...#pid340420 and in other cases, where people are indecisive, I advise them to take some credits while deciding.  In your particular case, I would still recommend the same thing I did in post #5.  By changing that around, you get closer to finishing and give you the flexibility to decide later...

So, let's pretend the following, you're using your time wisely, spending 80% researching and 20% taking courses:  You have joined the board June 8, have X credits completed during that time, and is still undecided on both the degree/school you want to attend.  I would recommend instead, to flip the numbers, so you can get to your degree cheap, easier, faster.  Because of "life matters" and "school catalog changes", decisions change, for example, COSC/TESU instituted the 30RA credits, UMPI changed from 30 ACE to 90 ACE acceptance, due to these changes, it becomes more desirable for another school vs the original decision, etc...

And because of the above, if you decide on your degree/school but at the last minute change your decision, you'll be out of a degree.  Having that degree/school choice is great, but what you can do now, is to narrow down the choices, so again, pretend you are going to go to one of the Big 3 or UMPI/WGU, that's your top 5 choices. You can complete all the general ed/electives that can fit into most degrees they offer, you can go and do say 15, 30, 45 credits or anywhere up to 60 credits for transfer while you "make that final choice".  By being proactive, you can take courses you know that will transfer to each and every one of these schools... here's an example, using Sophia.org https://degreeforum.miraheze.org/wiki/So...lency_List or do so with StraighterLine/Study.com as providers.  

So, if you look at that Sophia.org list, you can see at least 20 courses that transfer to the Big 3 + UMPI/WGU.  You'll be 60 credits in as if you completed an Associates degree.  Many college students complete an Associates and transfer to a Bachelors, not everything is going to be taken unless it's part of a block transfer, you're trying to do just that by making your own.  I would suggest you really decide on the degree/school even before you hit the 15, 30 credit point, but even if you did go further to 45, 60 credits, you know that it'll all come in anyways.  Heck, if you still can't decide you can take one for the team and PM me, I'll give you a degree plan and you can follow it to a T or change it around to your liking.

The OP cannot attend WGU. They are an international student who is looking to use their degree as a way to emigrate into the US.

Can we use course credits completed at Sophia/SDC or Straighterline for multiple university/college?.

E.g. If we complete complete the English composition I, can we transfer this course credit to different uni?

As long as the college accepts it, yes.

The answer is it depends. Every school does not accept every course from the providers nor do the courses transfer in the same or fulfill the same requirements. You need to pick a school and a degree program. You need to make a decision. No point in wasting time taking classes that don't transfer or are unnecessary for your degree.

I have started looking at UMPI for BLS in MIS minor. I am trying to get close one to CS or IT if possible within this time frame.
