Having lived in Germany with USA military, and seen the ease of access to USA bases by German military ... out of interest, have you looked at what is available on USA bases at their Education centers?
This is a completely random train of thought, and I'm not saying you would definitely have access to education stuff on a USA military base, but from what I have seen, I really wouldn't be surprised. It's something I would seriously look at if you're close enough.
Ramstein is the "All singing/all dancing" place to go, but there are lots of others dotted around. I mention Ramstein as a good place to call as they will have a German section there. Google for numbers and call.
You are German military, I'm thinking reciprocal agreements will be happening as USA military can retire within Germany.
Worth a call, via the German contact.
They may let you at least CLEP/DSST on a USA base .... again, just a random thought.
