Is it difficult to open a CLEP/DSST test center?

Hey, anyone here know further information about the CLEP/DSST selection process for test centers? I've read on both websites the requirements, but they actually don't mention any fees or anything sounding too difficult (other than requiring the institution to be accredited and performing 50 clep tests annually at a minimum). Does anyone else know details on this? I wonder if I could convince an institution to hold tests here (in shanghai, china) I think it would appeal to a number of students going abroad for advanced placement, or other foreigners who want to finish and/or pursue a new degree.
