I suppose it depends on whether you plan on studying or just going in there and taking the test.
If you love all things political then Amer. Govt. may be right up your alley. However, it is considered by many testers to be one the more difficult Clep tests. (I'm one of those) For me, U.S. History II was easier. I studied 2 months for Am. Govt. (I don't like politics) and 2 weeks for US History II. I'm majoring in history. I passed both tests - AmGovt (66) USHistoryII (74) - the highest score (100%) is 80 and passing is 50. Good luck on whichever one you choose.

Personally, I found U.S. History II much more enjoyable than American Government. The latter isn't an impossible test (I was well prepared in three weeks) but all the details about laws, vetoes, etc. frustrated me. I would choose which one interests you more.
