I was looking through the DAAD website and found they have a list of online Masters programs in Germany.
Some of them are tuition free, but require a semester contribution that rages from 300-600 EU
Below are what I found.

Good find. Both Master degrees are seen as possible to be taken entirely online.

Wow, first there were the Finnish schools, now there are the German ones... time for me to start looking into these in greater detail...

This school looks familiar. I think that at least some of these are not normally fully online. If you're interested, take advantage while you can!

The curriculum looks a lot like what you would see in a public history, museum studies, or heritage conservation grad program in the United States.

Wow, this is the exact program that I helped a Korean friend enter 7 years ago! We both worked for a UNESCO-affiliated school at the time, and she was drawn to the program to learn more about world heritage conservation. Could be a great option for someone interested in this or any of the other fields you brought up.

As far as I'm aware, you can't currently get a degree from Finnish universities entirely online, at least not for free, but you can take classes: https://degreeforum.miraheze.org/wiki/XAMK

Scandinavian countries are free for EU citizens only and full price for international. Correct me if I'm wrong.
Master in Decision analysis and Data science from Stockholm University is free for EU citizens and entirely online.
