Job opportunity in the USA

I'm an independent recruiter. I recently received the following job opening. The company is HQ'd in Charlotte, NC but will allow you work/live anywhere in the USA as long as you have a valid SSN/SIN and meet the job requirements.

PeopleSoft Business and Technical Analyst

Formal Education & Certification:

Bachelor/Masters Degree in Engineering or Computer Applications or relevant business experience
Computer application certifications, as applicable.

Knowledge & Experience:

6+ years of Peoplesoft experience including:
Experience gathering requirements via workshops and interviews and delivering the requirements documents.
Experience creating use case models
Experience working with a standard development process (e.g., HTP)
Experience with process reengineering
Experience with Implementation of HR support applications preferred

Man, these recruiters are getting really aggressive.
For a while they were silent but now I get 5-10 emails a day for software development jobs. Most of them have the word "urgent" in their subject too.
Its an employee's market right now in software.
BSBA CIS from TESC, BA Natural Science/Math from TESC
MBA Applied Computer Science from NCU
Enrolled at NCU in the PhD Applied Computer Science
