I am currently working on a certification through the American Society for Administrative Professionals (ASAP), which is a member of and evaluated by ICE but not ACE. Does anyone know of a college that articulates credit for coursework evaluated by ICE?

This type of certification would most likely be considered continuing education (CE) and not give credit directly like ACE credits do. You could look for credit under a school's Prior Learning Assessment (PLA) or Prior Learning Review (PLR) process.

That's correct, I don't think these are anything more than continuing education credits. Your only options are to see if the institution of choice has challenge exams for similar classes, or to do a PLA - prior learning assessment through a portfolio.
