Depending on income, it could end up being a Pell Grant or state grants, so not have to be repaid.

But, even if it is a loan, it could still be worth it to some people. For instance, there is a mother here who is helping her son get a BSBA Finance degree. Once he gets it, he gets a $100k/year bump in salary. If, for some reason, he could not afford to pay out of pocket then it would make good financial sense to take out a loan to cover his classes. He will make more by getting his degree sooner than if he were to save his money and to pay out of pocket a year or two from now. Financial aid, whether loans or grants, is never a one-size-fits-all proposition.

I'd only prefer grants because student loans are not like other loans, even bankruptcy cannot erase them.

Generally, you are expected to begin repayment as soon as you graduate. However, I believe that you can sometimes ask for a deferment and/or only pay off the interest at first. You obviously can't do that forever but a $10k loan would be MUCH easier to pay off than the $100k loans that some students wind up needing for a "typical" degree.
