What about open other kind of school with specific kind of courses and certificates (non-college ones)?

It is easy to open?

yes, if you have the money. you can open up Cecilgambe7 College tomorrow and even offer "degrees." Without accreditation (which would be much more difficult/time consuming to obtain), it won't mean much and it's not likely to be successful... but nothing's stopping you.

It doesn't even have to be an institute.  I could open up an online DFRECORE UNIVERSITY where I teach people how to do degrees for less, perfectly acceptable.  Nothing to stop me.  I can go and give talks.  I can have a building with my name on it.  Whatever I want.
