European Eh? Hmm, where in Europe are you in now? Which country? Do you have any credits or credentials now - Any ECTS? Do you know any other language other than English? I know you want this cheap/easy/fast, but how much is your budget/funding you saved up and max you would like to spend? As I said, you should focus on the BSBA without concentration and get a Masters with a HR concentration or focus on your countries HR certs. Again - You need to work on three things 1) Certs 2) Degree 3) Experience...

I sent my credits to Excelsior for my Associates and they accepted my credits, even the Statistics. They told me that I just needed 24 credits. This is the plan that they sent me.

In Portugal I went to the College and finish the first year. I evaluated it and got 49 credits. I speak English, Portuguese and Spanish. I have been taking sophia courses so I could take a BA in Business. I started with courses on study.com. But, I don’t know exactly each courses I should take for UL with study. It’s because that I came here if someone could help me with a plan or the best path to graduate.

Woah, hold up there buddy. How much are you looking to spend? Don't go for an Associates at Excelsior, it's expensive (yes, I'm very frugal). Haha, you should go for an ACTFL test, two in fact for Portuguese and Spanish. Get a BALS with a Humanities concentration (UL being all Portuguese/Spanish). ACTFL is a language test where you can get college credit for proving your proficiency in your native tongue. But this ONLY works for the BALS degree and not a business degree.
BALS = Bachelor of Arts in Liberal Studies. It's essentially a degree in "whatever you want" but it is NOT a business degree. If you just need any degree, a BALS would be the fastest way to get one. If you specifically need a business degree, a BALS will do you no good.
Your EC degree plan you uploaded is for an Associate's which is a 2-year degree. An Associate's degree is absolutely worthless in some countries. The school fees for a bachelor's (4-year) and an associate's at Excelsior are exactly the same. At TESU and COSC, they are nearly the same. You want the Bachelor's degree.

COSC does not accept Sophia's or Study.com's regular Stats courses as the Business Stats requirement, so you'll have to take that course.

I was with TESU, but it looks they changed the credit policy. Now, I am looking for one that’s not so expensive and I could finish fast. My main goal is concentration in Human Resources or management.

My question hasn't been answered yet, how much are you looking to spend on your Bachelors? From my guess, if you were looking at Ashford/Arizona Global Campus, it's $500 x 30 credits, that's $15 grand US for one degree. It would be cheaper to go the Big 3 or a competency based degree route, I am guessing you budget is around $9-10 grand or less...
1) Yes, continue with Sophia.org until you complete all the courses offered that doesn't duplicate your current ones.
2) I would stick with TESU even with the changes that they've made. It's slightly more expensive but easier than EC.
3) Ashford University is now the University of Arizona Global Campus! Is that the one you're thinking of attending?
4) Yes, it's got their differences but you'll know the similarities as well. Actually, if you're familiar with Education, it's easy.

If you have 49 foreign credits, then you likely would be ok with the new credit policy. Assuming that at least 24 of them would apply to your degree, you shouldn't need to go over the 90 max alternative credits.

Do you have a TESU evaluation? 49 credits is very good! I agree that you probably don't need to worry about TESU's new credit policy. But without knowing what they are and how they apply to a TESU BSBA, we can't give you any more than just general advice.

Rachel83Az answered your question in regards to ACTFL and BALS, anyways, here's a link to "picture" how much you can potentially get in credit if you score high enough on the tests - you can get up to 12UL/12 LL for each language, if you do two languages, that's plenty!
