I've started looking up places to study for my test-out exams. Is CollegeDegreeExpress.com also a good option? They are also affiliated with the big 3 as many seem to call those universities.

It sounds like someone charging $100 to sell you info he got from here. I'd stay away.

I just saw that website, I think the person or company is copying everything from this website and the sister forum.
All the information they provide is free here, vs paying them. They're another "Jay Cross DIY" that charges for subpar service.

I always get such fantastic advice here. Thank you, everyone. I now have SL, Saylor, study.com and Smoop lined up.

Is it worth looking into Modern States since we don't have the luxury of writing CLEP exams in South Africa? I couldn't find even one CLEP center.

I have a very important question I need an answer to:

When I've completed the general education course and have earned my BALS in English at TESU, can I use the same general education credits to apply to another university for my second bachelor's degree, which I intend to be mathematics?

Yes usually the General Education credits apply, but some schools might be particular and have specific requirements. For example, at TESU say you did not complete a science lab credit. Another school might say you need to do it.

For $99/month or $2,388/year they tell you to join the Big 3 and use exams.   I did read the website links and found nothing new. Undecided
