I'm going to guess that you asked TESU about the actual certification, rather than the ACE credits? So this would be one where you'd take the course, put the credits on your ACE transcript, and then send them in to get an eval.

I specifically mentioned credits, but that was the answer I received.

If you only asked about ACE credits, they wouldn't actually know that there was a certification attached to those. So again, I think that there was the word "certification" thrown in there, and they latched onto that and ran with it.

Yeah, they more-than likely misunderstood and ran with it (as you mentioned), which is unfortunate.

So then informing them that these actually are ACE credits should bring in at least 12 elective credits right?

I'd be very tempted to see if you just got the credit and then sent your ACE transcript what they would do with it. The registrar is the one who makes the ultimate decision, and is usually pretty good about it. So skipping the advisors and taking it right to the top.
Of course with the new "approved provider" think that they're doing, that's a whole other problem, so who in the heck knows what TESU will be doing these days.
I'm moving more and more towards not recommending them any longer.
