Thought this looked interesting. It's pricey at $1625 per credit hour but the accelerated online format might be a good fit for some people especially if they have another funding source like employer, GI Bill, or scholarships/grants. It doesn't seem too strict on admission requirements as long as you have:

Applicants should normally hold a master’s degree in engineering, applied science, mathematics, computer science, information technology or related field from an accredited institution.
