Good find. They require a FAFSA and use those funds first so it would be comparable to most other local community colleges. For people who don't qualify for a Pell Grant, it is a GREAT deal as they even accept people who have a bachelor's.

Wow, it's not just this summer. It's more than a year for free.

This is the same model as the free union associate degree program at Eastern Gateway Community College:
https://www.unionplusfreecollege.org/
It makes sense for the college because, presumably, a large chunk of the people applying will receive some federal student aid. The school gets that money, even though the student doesn't have to pay. The school eats the cost of those who don't receive federal aid, but the first group outweighs the second group.
I think that these are neat programs.

The key difference is that TTC does not require student to be a union member (or union member's relative).

What if you're not eligible for FAFSA? I can fill out the application but my loans are in default and I don't live in the US right now. Would I still be able to take advantage of this? (I actually can't even get my transcript until I pay $2600 to my former school...)
Goal: Anything. Just need the paper.

“ *TTC will apply any federal and state grants for which you are eligible (for example: Pell, S.C. lottery-funded tuition assistance, etc.). The college will waive any remaining tuition, registration and course fees. For courses that offer digital access to course materials, students are responsible for digital course materials fees (inclusive access). Depending on financial aid package, some students may receive money for books. Please note: students who are in default on federal student loans are not eligible. DACA recipients are not eligible due to state and federal regulations.”

Thanks for finding this! My $80K associates degree strikes again! Lol. Now I’m sad.
