How come I cannot open these tests? A screen pops up that says that "internet explorer cannot open this webpage".
Does anyone know what that is about?

The files must have been moved or removed recently.

I just noticed that the link to Peterson's CLEP Success free ebook is not working either.

The free ebook called CLEP Success is still available through the Peterson's practice test websites, such as Inspire/TERC.
