A few years ago I getting on track to earn a BA from TESU. I don't remember what plan I was using and I don't know how much has changed anyway? Here is a list of all my credits so far. I pretty much don't care what degree I get, but what would be fastest. Can someone point me in the right direction for which would be the fastest degree and if there are any recommended templates/plans that work now in 2019?

Can anyone tell me where to start? Are the wikis still somewhat relevant? Please help.

You may want to continue taking free/cheap ACE credits. In addition to the CPCU course you already have, there is the free TEEX cyber security series, CSMLearn's $39 3-credit course, and Sophia's three 1-credit courses. Any may be good springboards to jump back in. At the very least, you should be able to wrap up an additional 6 credits in a day or two.
I can't speak on a particular a degree path, but a BALS is likely the path of least resistance.

The BSBA is a good option.
I've been working on a degree plan for a friend I'm deployed with right now. When it's finished I'll post it.

For those Teex courses, I see 3 or 4 series' each with 3 or 4 courses to complete for 2 credits. Am I able to do all of those for useable credit toward a BALS? Like 6/8 credits?

I believe the TEEX series (101, 201, 301) is worth up to 10 credits now if all the courses are completed. TEEX also offers some other relatively simple and cheap courses that run from $45 to $75 that are 3 credits each. One is about death investigations, if you are into that.
Alternatively, for totally free save for a $9 exam fee, Onlinedegree.com offers courses that are longish slogs through video-based lessons.
I'd say choose a degree path first then see what needs to be plugged in to complete the requirements.

1. Take Analyzing and Interpreting Lit, Information Systems, and Social Sciences and History test ASAP. Those should be passable without any studying.
2. Start with the four upper-level DSSTs that TESU accepts. Since you only have lower level credits, it's safe to assume they'll all count towards the BALS.
3. Get your current credits evaluated and start filling in the holes.
