Sabrinam, have you had your official evaluation done by Excelsior? You'll need to get clarification from the school of liberal Arts as to what the FEMA credits would apply to, mostly free electives if they still accept them. Going through Fredrick CC costs about $100 per credit hour so you should them added to your "MAP" before you have them transferred to Excelsior. Your advisor is able to add the Fredrick Course equivalent to your MAP if you give them a call and request them to do so.

That is a VERY expensive option to bring over credits, when you can get CLEP/DSST/Saylor/Study.com/Straighterline/Shmoop, etc. for $33/credit or less.
COSC takes FEMA credits for free, so that's a better way to bring them in if you have a bunch.

Excelsior will accept FEMA credits from any college's transcript. I don't know if the other community colleges that accept FEMA credits will be cheaper. I also don't know if Excelsior will accept a credit bank transcript from COSC.

How many credits and where have you taken them? Are you positive you want to get a degree from Excelsior over COSC or TESU/WGU? If you list your credits and where they came from, there maybe an easier/faster or cheaper option to get your degree of choice.

Excelsior took all my Frederick CC FEMA credits. They are now $88 for 1 SH. They also took all my Clackamas CC FEMA qtr credits at $40 ($60 1 SH). I changed from Liberal Arts (the most flexible BS degree on the market) to the new Homeland Security and Emergency Management (HSEM) degree. Overall, I transferred in 116 of the 120 for the BS in HSEM degree. My son is attending Excelsior. Yes, he trying to use them for Applied Professionals section. Here is his tentative evaluation. Excelsior won't tell him what FEMA courses will come forward from FCC until he applies. Can you tell me which ones they accept? His degree plan is Liberal Studies.

I highly doubt anyone will know what will go through, but this is what you should do, get your son to complete 42+ credits from FEMA if needed.
Here's the main point "Any Academic Area Lower Level 42.00". That means he should be able to take anything from FEMA and have it transferred to FCC. My suggestion is to get the 7 credit PDS Certificate along the way to the 42 credits since it's a "mini certificate". Good luck... If its marked "college credit" then its very likely EC will accept them. Pretty much anything FCC has reviewed counts. https://training.fema.gov/is/crslist.aspx
