It's not that it costs $2800/yr for this fee, it's that once you pay it, it's only good for a year. So, you should not pay this until you apply for graduation. You should also not plan on getting an AA at TESU, as if it takes you more than a year to complete your BA after getting your AA, the RW may expire.
So, to maximize, you should not apply to graduate with your AA until/unless you are VERY close to getting your BA so that you don't go past the 1 year mark. And you should not pay the RW, even if you could save a little money by paying it early, until you're actually ready to apply for graduation for your BA. Life happens, and the $300 you may save now could end up coming back to bite you, and it's not worth the stress.
