You have a year from applying to become enrolled. I'd skip the TECEP (if it's even an option before you take the cornerstone) and just take the cornerstone within that period of time.
I'm afraid that applying/enrolling only locks in the catalog. Transfer equivalencies can change at almost any time, and while they have in the past given some grace for people who were in the process of transferring a course in, there's no guarantee that they will grandfather you for anything.
