Of important note: Enrolled Options was one of the two plans that had no TESU residency requirement.
You'll also note that TECEPs are no longer listed on that page as counting towards those residency requirements.

But you can now pay $2000 to waive the residency requirements, so if you're not taking actual online courses with TESU (or at least not many), you actually save money over the enrolled options.

Wow! I can't believe they cut out the enrolled options plan. It is still referred as one of their tuition options, but not under the comparison chart. Enrolled options was the plan I did enrolled in, when I graduated. It was a cheaper route especially since i'm a NJ resident and before I knew about this site. The comprehensive plan is not too bad $9,352 that's $259.78 for out of state per credit and $6,350 that's $176.39 per credit for NJ res. if you take the 36 credits in a year. If you pay the $2,000 residency waiver and $1,500 for the capstone that's $3,500 for only three credits. Thats more than a third of the Comprehensive tuition if your out of state. If you're an NJ res it's a real no brainer now. Also, the comprehensive covers all fees including the 1 credit cornerstone. So all you have to pay for is the books. Easier to plan out your degree when 12 courses are coming from TESU, letter grades, ability to raise GPA's or even have a GPA, and residency fulfilled.

So TECEPs are still the same price? If you need less than 16 hours you sign up on the per credit, get the waiver, and then TECEP cost? That right?

I believe you still need at least one actual course through them to satisfy the institutional GPA requirement. That's the assumption I'm working under at least, so it's more like:
1 1cr course $500 (out of state)
waiver $2000
grad fees.

There is no residency to fulfill with the Comprehensive plan.
Also, saying that the residency waiver plus the capstone is the true cost of the capstone is kind of a strange way to look at it. Looking at it your way, you could also assign it to ANY class you want; you could say that the TEEX Cybersecurity for Everyone course cost $2000, so you shouldn't transfer it in. Really, you should divide the $2000 residency waiver amongst ALL of your credits you bring into the school ($2000/116cr=$17.24/cr). Or, just count it as an enrollment fee, or a graduation fee.
Yes, it sucks, but that's why everyone gets to decide whether or not this school is the best one for them. If you can do this for less at COSC or EC, or somewhere else, then you should do that instead.

Yes, you do now need the cornerstone 1 credit course for $300.00, but I don't believe there is a gpa requirement unless you're going to pursue a master's at some point.

So they have essentially forsaken everything that made themselves appealing. The big three should have never been allowed to teach courses. I suspect greed and empire building overcame them. Instead of 1 of 3 gems, they are becoming 1 of 3,000 mediocre nothings.
