Different people have different opinions about that here. Are you starting from scratch, or do you have some credits already?
If you enroll, you lock in the degree requirements for a year at TESU. You risk them changing the requirements if you do not enroll, which can hurt your degree plan. I personally didn't enroll because I knew it would take me over a year to finish my classes. That being said: 1) you could enroll 2) take your tests 3) and if a year lapses, take a TECEP to renew your enrollment.

Totally depends on which school you want to go to. If you want to go to TESU, then it doesn't matter, as there are no fees for remaining enrolled there (except a course/TECEP exam once a year to stay enrolled).
For COSC or EC, there are fees for maintaining enrollment, so you want to enroll, take your final course, and be done. In that case, you would want to wait until all of your transfer credits are completed before enrolling.
