Validential evaluated Propio degrees from Azteca University as RA equivalent as well. I guess it all boils down to what companies and universities will accept them. Some states list Validential as an approved evaluator in addition to NACES evaluators. Government agencies and universities will usually want a NACES evaluator but those who are in broader and private sectors could easily get away with using Validential or scrape the bottom of the barrel with California University FCE.
If anyone has a hard time finding an evaluator that will give them the desired result that they want, you can always start with the new kids on the block. I also suspect companies that allow non-NACES evaluators may not care that much to have a foreign credential evaluation at all. They will just want to see the appropriate credential documentation along with how it is recognized in that particular country and make their own judgement call.
I would use a progressive NACES evaluator like IEE and maybe top it off with Validential just to have two different opinions to send to the school or government job of choice if the NACES evaluator didn't give full recognition (lesser degree or non-accreditation).
