Completely. However, there are other evaluators to try.

I know that this is a year old thread but I am currently enrolled in the Azteca/UCN PhD in Education program and plan to finish later this year after being enrolled going on two years. The best foreign credential evaluator to try would be IEE. They have given Azteca's Propio degrees a full regional accreditation status but appended a non-accredited program status message with programs that don't have ROVE for official status which is why the UCN partnership is needed to give the full official status for the doctorate. With the changes going on with Nicaragua's education system and the closing of several schools there, this might be changing.

I filled a form in WES degree equivalency tool and seemed they accepted bachelors, but only emitted in Spanish language.

Also, once you apply it seems it actually blocks UCN entirely.

Azteca programs need RVOE to be accepted by credential evaluators, or get deemed as unaccredited.
