This is the same for most colleges. I have never been able to transfer anything below a C-. Some won't even take a C-.
TESU will take D's, COSC will take D-, except English Comp and the major/AOS. That's why I listed it as a Con of UMGC, because there are other schools that will take other grades.

Thank you all so much! I can't tell you how much I appreciate your help. I am still a bit confused over whether to go to TESU or UMGC. I've decided to apply to both today. It looks like TESU will be better when I consider time, money and ease of quickly finishing the degree. However, I remember last time I applied to a Maryland college, I was offered several in-state scholarships. So, if that were to happen again, the math would be changed.
Question about TESU- Do I need to complete the study.com course before applying? Or can I just go ahead and apply now? @dfrecore

With TESU, it doesn't matter whether you take any SDC/SL/OD courses now or after you apply. With UMGC, if these discounts are even available (which it sounds like they're not because you already get discounted in-state tuition), you would need to finish a course/courses from one or more of the above to get the discount.

One more question- while I'm waiting to hear back about what financial aid and scholarships I might receive from UMGC or TESU, what online courses I be taking now that would be accepted and needed at either school? Thanks so much! I'm excited!

https://umuc.sophia.org/#courses UMGC should accept almost anything (they even take the Foundations courses that TESU does not). So take anything listed at
