As far as I'm aware GT will theoretically accept students even without a CS or related degree. I think someone with a Liberal Studies degree managed to be accepted? But, if you have concerns,  you might want to email their graduate admissions people to confirm.

Foreign credit evaluation is done on a per-transcript basis. The foreign transcript might have just one credit or dozens/hundreds and the cost would be the same.

Unfortunately, there is no database. The evaluators are pretty secretive about what evaluations they give and why. Sometimes, they give slightly different evaluations to two people with the exact same degree. It can be a mess, but generally worth it in the end.
Going a little more in depth. Would for example a completed degree from Metropolia be considered one transcript of 240 ECTS credits or a collection of transcripts based on the courses it contains. For example say a mix of 3,5,8,10 ECTS credit courses all of which would be evaluated separately?

How much would it roughly cost to get a degree evaluated?

Do you think a completed degree needs to be evaluated to be creditable to apply for a masters program (OMSCS for example). 

I can see the logic of separate courses being used to substitute a course provided by a university needing to be evaluated but wouldn’t a completed degree from a credible / accredited university have weight in itself?

Maybe something to ask Georgia Tech / other masters providers about.

A completed degree is a single transcript. It costs approximately $200USD to get a foreign transcript evaluated. Yes, you would need to do this to get a Master's from Georgia Tech.

As mentioned, the Metropolia option seems great for the Degree Program of Information Technology - 180 ECTS - 579 euro. If you're not into that particular degree, I would still do that, have it evaluated, and transfer them to TESU for the BACS/BSBA CIS double degree that was linked by rachel83az. I also mentioned the UK top-up option if you ever wanted to go that route as well... it's really personal preference on how you do things, good luck, have fun.

It seems to me there's a possibility of an early bird discount 1500 EUR and 3000 EUR scholarship after verifying knowledge of Finnish language (Finnish I and II classes are a compulsory part of the curriculum anyway), that would bring the cost to non-EU students to 5500 EUR.

What kind of degree do you want?: Mathematics,Comp Sci (Double Major?) 
Current Regional Accredited Credits: None

Current ACE, CLEP, or NCCRS Credits: I have completed 187 ECTS from the program in Information Technology from Metropolia University of Applied Sciences in Finland. I planned to complete the whole degree but since I am not a citizen of Norway I would have to pay tuition. I am in the process of applying for citizenship but it takes roughly 2 years so I should look into other options. I still have access and can add more classes for more ECTS if needed.

Any certifications or military experience? Google Data Analytics and Google Business Intelligence via Coursera certificate.

Dedicated time to study: I have consistently 4 hours every morning from 07:00 to 11:00 and more time through the week which would change depending on work. Minimal study time of 28 hours a week.

Timeline: Finishing as soon as possible.

Goal:
After the completion of the degree I would like to peruse a masters degree. Most likely at the local university as there would be no tuition cost being a resident of Norway. The criteria for the masters program in Applied and Computational Mathematics is a minimum for 70 ECTS in Mathematics if the degree is not Applied Mathematics/Pure Mathematics. I do not think this will be an issue but the more information the better.

Based on the information from my original post and some reading. The acceptance of Finnish credit  means my options for possible universities are really only Thomas Edison?

I guess I am now at that critical point of ticking of credit and would really appreciate some help on the logistics of this. I will copy the classes and ECTS that I took from Metropolia below.

Awesome update, I suggest what I mentioned previously... You can follow the steps from the WIKI either using various credit options from LevelUP's and Rachel83az's options. I suggest a mix/match approach...

I am reading thought the wiki and starting to make a plan of whats next and I am a little unsure of the order of operations.

Is it worth getting the ECTS evaluated and sent to TESU to know what would be transferred in and then fill in the gaps knowing whats left over after the transfer or should I start knocking out credit based on whats on the wiki.

WIKI will show you what others have transferred in very recently, if these credits are evaluated by NACES member, you should get the exact same credit as you see on the WIKI, I would plan accordingly with what information you have on the WIKI and take the bulk of the classes from Sophia.org, Study.com, that are showing as options.
